The server has been laggy

I don't know why, but the server has been really laggy for me recently. I have been getting around 20-25 frames and I usually get around 90. I know that it's not my computer, because single player worlds and other servers are working fine. And I usually have a 4 or 5 bar, so it's not my ping. Any thoughts?

This is client lag. It has nothing to do with the server. The only area on the server you'll lag on is the spawn, because of the amount if signs. I will be moving the shop soon, so there won't be as much lag at the spawn. Otherwise, it's your side.
